Since it falls on the head of Law Enforcement for the city or county where your address is located to insure that you are competent with what you're carrying, their observing you at a range seems reasonable to me. It's just about the only part of the whole process that does seem reasonable.
Friend of mine moved his legal address to Tehama County to get a CCW while he worked in San Jose.
Then he moved to WY and the issue is reciprocity.
Sorry, just seeing this now, I was not disagreeing with your previous post.I didn't say that the whole process didn't stink. I said that the Head LEO in your area is taking on the responsibility of your being someone who can handle a firearm in CCW-possible scenarios. That they would want to watch you on a Range makes sense.
It's the politics above the head LEO and the system-wide bureaucracy that garbage up the works. This State is anti- just about anything that doesn't line the State's pockets. It used to be a fine State before the carpetbagger's arrived.
